The United States has established a training program for peacekeepers in Senegal. The U.S. State Department is paying for it and troops from the U.S. European Command are supplying the instructors. This is a continuation of a program begun last year. The effort is seen as necessary because while many African nations are willing to participate in peacekeeping (if only to prevent the unrest from spreading into their own nation), without training, their troops often become part of the problem. Simple things, like paying close attention to the attitudes of civilians and keeping the troops from involvement in the black market or other crime can make all the difference.
