Renewed fighting between FNL (the other rebel group, and not willing to negotiate) and Burundian troops over the August 9-10 weekend forced at least 30,000 people to flee their homes. Rebels from the larger of two FNL factions fired on government troops on patrol in a rebel-held neighborhood and one soldier was reported killed. A rebel spokesman described the government patrol into the rebel-held area as "a provocation." The FNL faction also maintains bases in the string of hills overlooking the city on Lake Tanganyika. 

The day before the incident, Burundian President Domitien Ndayizeye returned home from a two-day visit to Mozambique and Ethiopia. He promised that peacekeepers from those two nations might be deployed within one or two weeks. - Adam Geibel
