Chief peace negotiator Nelson Mandela has failed to convince the Burundian government to allow the presence of African peacekeeping forces in Burundi as a prelude to ending the civil war. Mandela continues to pursue a stable ceasefire agreement as well as structure a "transitional government" acceptable to the Burundian government, the Hutu factions, the various Tutsi parties, and (perhaps most importantly) the Burundian Army.
