Despite the continued attacks by factions of the MILF, and increased criminal activities by a cash starved NPA, both rebel organizations are still talking to the government about negotiating peace deals. Decades of fighting, without much to show for it, and the American war on terror (which has cut off a lot of overseas cash contributions to the rebels) has made a peace deal attractive. It remains to be seen if some kind of permanent peace deal can be worked out. There will probably still be extremist MILF and NPA factions that will never make peace.
