Talks between the north and south over the north's demand for 500,000 kilowatts of free electricity hit a snag when the north refused to allow experts from the south to inspect northern power plants. On a positive note, north-south talks produced a 41 item list of procedures to avoid military clashes while the road and rail link is rebuilt through the DMZ.
