For the third time in two days, a rebel bomb went off in the Kashmiri capital. This one went off near a military camp, injuring four soldiers.

The new Pakistani government, with an Islamic conservative majority, has so far proved unwilling or unable to make a dent in the corruption or inept bureaucracy. The army remains the only disciplined organization in the country, and it is being cautious with India, realizing that in a war with India, Pakistan would likely lose.
