The military has announced a new emphasis on Information Warfare, combating terrorism and fighting at night. China has long done all three, but using traditional methods and low tech. The new movement emphasizes the use of technology, which the Chinese is buying large quantities of. But this was an official announcement, giving commanders the encouragement to do whatever they can in their own area of responsibility. The armed forces leadership also plans to have the entire armed forces up to the highest standards of technology in two decades. This would depend on a large increase in the defense budget.
