  The president has threatened to launch a major military offensive in the north if the rebels there do not cease attacks and negotiate. Fighting has been heavy of late, with rebels claiming 400 soldiers killed and the government claiming 127 rebels dead. The situation is further complicated by some of the rebels finding refuge across the border in Libya with members of the same ethnic group.
