At least five USAF cargo planes (either C-5s or C-17s) landed at an airbase near Diyarbakir. "Several hundred" US troops were on board the planes. The troops are logistics personnel, support personnel, and engineers sent to upgrade facilities in southeastern Turkey, prior to a US attack on Iraq. On February 8, Turkey and the US reached an agreement on upgrading Turkish military facilities. That deal permitted the use of US personnel in the upgrade process. It looks like it took less than ten days to "start the process."
