The Japanese government has warned its National Space Development Administration to keep a better eye on costs. NASDA spends twice as much to launch a missile as the French or Americans, and has little more than spectacular failures to show for it. Some government officials want all missile development canceled and for NASDA to focus on building satellites to be launched by others.--Stephen V Cole
