There are sharp questions being asked over the award of Bronze Stars for the Kosovo War to Air Force officers who never flew over the Balkans. Five went the staffers at Whiteman AFB (home of the B-2) who helped get the planes ready and plan their missions. Three more went to Air Force colonels in Germany who managed airspace management and base rights. (The Army had more troops involved in the Kosovo War than the Air Force, but none were given the Bronze Star.) The Bronze Star is not strictly a combat medal; if awarded for combat it comes with a "V" (for valor) device attached to the ribbon.--Stephen V Cole
