US intelligence agencies report that Russian companies are still helping Iran develop ballistic missiles. The Russian government has ordered the companies to stop doing so but is not trying very hard to enforce the order. Some companies have stopped working with Iran, but many others are in line for Iranian hard-currency business. NASA recently was called on the carpet by Congress for trying to spend money buying Russian equipment without the required certification that the Russian government is blocking Russian companies from working with Iran.--Stephen V Cole
